New regulations from January 1, 2025

The Swedish Work Environment Authority has restructured its regulatory framework in an attempt to make the regulations more understandable and clearer for all stakeholders. Part of the outcome of this work is that 67 regulations have been reduced to only 15.

The same rules, same protection for workers, and same responsibility for employers still apply, but how and where the rules are found changes. It is now much easier to look up areas of responsibility and rules based on the role you work in.

Although the rules generally do not change much, there is an exception for BAS-P/U, the developer, and designers who receive an expanded work environment responsibility. Among other things, higher demands will be placed on BAS-P/U and the developer to begin work environment efforts at an earlier stage, as well as higher requirements for controls and follow-up.

The training complies with AFS 2023:3

We have already updated our training to stay ahead and meet the requirements of AFS 2023:3. In the training, we have clarified which rules are currently in effect, as well as which ones apply from January 1, 2025, when the new regulations came into force.

Training for BAS-P

Work environment issues during planning and design phase

The focus for BAS-P is on coordinating work environment issues during the planning and design phase, the work that takes place before a workplace is established. This means that BAS-P should constantly raise issues concerning the work environment when the workplace is being planned and work to minimize risks at an early stage, that is, work preventively.

Work environment plan, identifying risks and ensuring a high work environment standard

The role includes considering service opportunities and the work environment for those who will work after the construction or installation work is completed, which is usually called the usage phase. Planning so that different contractors operating at the workplace do not create risks for each other is part of the responsibility that BAS-P has. BAS-P should identify all risks and minimize these in a work environment plan. A work environment plan should show how the work environment work should be carried out on site.

Work environment planning and design

As a participant, you learn to compile and assess risks based on different designers’ documentation. You get the necessary tools to create a work environment plan, identify risks, and implement measures to ensure a high work environment standard.

Training for BAS-U

Practical work environment management

When the project transitions from design and planning to implementation, BAS-U takes over from BAS-P. In short, BAS-U is responsible for the work environment in practice. BAS-U must ensure that everyone at the workplace follows the work environment plan, that everyone has the right training for the work they perform, that machines at the workplace are inspected and have the correct permits, that work performed in parallel is coordinated so that they do not pose risks to each other, and much more.

BAS-U is also responsible for keeping the work environment plan updated and current when changes have occurred or if new risks have been identified at the workplace. This training gives you the knowledge required to serve as BAS-U.

Other roles

The course also covers the responsibilities of other roles such as the developer, employer, safety representative, safety committee, and the employees’ responsibilities. We create a comprehensive picture of who is responsible in which situations and what is important to consider for each role.

Work environment training in construction

Fundamentally, this is a course about the work environment. The purpose of BAS-P and BAS-U is to work to achieve the best possible work environment during the planning, implementation, and usage phases. A good work environment is absolutely the most important factor in preventing ill health and accidents in the workplace, which means that good knowledge and understanding of the subject is of the utmost importance. A good work environment is built together by everyone at the workplace.

Risk assessment and safety measures in construction

In addition to the points mentioned above, a number of regulations more directly linked to risks and measures are also covered. Among other things, you gain knowledge in the following areas:

Validity period for the training

The Swedish Work Environment Authority has not set any limit for how long a training for BAS-P/U is valid, however, we recommend renewing the knowledge at least once every five years. The regulations and rules are constantly changing, and as a BAS-P/U, it is important to always be updated with the latest applicable standards.

ID06 accredited training

After completing the course, a physical training certificate is issued and sent to the course participant by mail. In addition, a digital training certificate is issued directly that can be viewed and downloaded from the course portal. We are also an accredited ID06 registrar, so there is the possibility of having your results registered in the ID06 database.
